to clean it up. >> reporter: the city has a huge project on its hands. the city manager said this is the largest sinkhole he hasstein in more than 20 years and going to take a lot of time and money to fix it. a big problem in one lafayette neighborhood a 20-foot sinkhole swallowing a section of mountain view drive near downtown. chris lives steps away in this blue house. the sinkhole is practically in his front yard goosiery. sounded like a big crushing -- crumbling in. >> reporter: the sinkhole opened up yesterday after heavy rain. the creek under the street was running high with debris. >> it plugged the talbot, goes under the road, the water had nowhere to go and so it eroded the road around the culvert and collapsed the road. >> reporter: neighbors can't believe it. >> absolutely amazing. never seen anything like this in my life, never dreamed of it. by knew the area flooded on -- we knew the area flooded on new year's in 1977 but never saw this before. >> i have never seen this happen before. right in front of my house, it's like wow. >> reporter: the city has big tasks

hole and expose an 8 foot storm pipe. city officials say the big pipe was designed to safely transport a massive amount of water underneath this road steering rain water away from homes but somehow it failed. on sunday morning, the road caved in - the crater is now huge, 80 feet long, 30 wide and 18 feet deep. the failure is under investigation, but in the meantime, the race is on to figure out how to put in another drainage system. city officials say if there is not a temporary fix put in before the next storm hits ... it could be disasterous out here. also in the east bay... the amount we are expecting the rains to come back on tuesday. with a heavy rainfall on wednesday. the goal is to get down to this storm pipe by this time tomorrow as we can assess the situation. if we were exposed like this water would be the enemy when it comes to soil. if it came in like this fully exposed it could be catastrophic. we are trying to get the utility company to get down to the storm drain to reassess it and get it working for wednesday. if not, some taboret control measures and be prepared fo

and into the neighborhood. city crews tell us piles of large debris plugged up the culvert and the force of the flood water started washing away the earth between the culvert and the road. that's when the pavement collapsed on top of the utility lines. there could have been raw sue -- sewage running down the treat. >> it was a moving target. we saul the road had begun to dip, appeared to be failing. we called central sand. they were working on top of the failing road, and they worked very rapidly through the morning, and were able to get the line in before the road finally collapsed. reporter: this chest of drawers is among the debris that washed down the creek and plugged up the culvert. you can see logs, tree stumps and an assortment of garbage. the city still doesn't have an accurate read how many homes are affected but says the residents will probably by without water throughout the night. interestingly the same culvert was plugged and caused serious flooding in 1997. back livement you can see the hole in the ground. hey several utility crews out here trying to restore service and other crews are tryin

this is going to be this way for a while. city officials are looking for a permanent fix that might not come until spring. look at the mess on this street that they have to cleanup, the pavement piled up in front of this home. it is going to be a while until this neighborhood gets back to normal here's a good look at the hole in the daytime this happened 8:30 yesterday morning. not only created a huge hole, but snapped off a water service line, a water main and a sewage line this happened because there was too much in the creek it plugged up the culvert that sent the water gushing on to the street and eroded the soil this is causing a headache for residents. >> bottled water, just going to the bathroom. >> it may be the case we have to wait until we have dry weather before we can do a permanent fix. this road could be closed for some time. >> reporter: it could have been worse, raw sewage almost made night the creeks, crews were able to build a bypass just before the collapse. city officials are now begging residents to please, keep the creeks clear of garbage and when they do see garbage p

actually aired my complaints when the city began construction as the park with no building permits. and i aired those complaints down the hall with the people who handle building permits. they really didn't have much to do with c-e-q-a at all. but it does raise the question about should a person be allowed to say something if they think something is wrong and what should the notice process be. and, in fact, c-e-q-a is not designed so that the state provides notice to people. it's specifically that the enforcement of c-e-q-a as well as the notification would be handled locally. and what we have here is an effort to change things such that it would be very hard on people to know what's happening. another issue that has come up several times is the raised level of proof to substantial evidence. i can say that with the short time frame and given the number of exemptions to the sunshine ordinance such that if you ask for voluminous documents, which means anything over 50 pages, you no longer have the right to have your documents returned to you in 24 hours. you can have a three or four-week tu

level between now and 6:00. however, no flooding is expected in the city of napa. officials and residents are crediting a flood project that is still underway. the sign says flooded, and the vons memorial park was supposed to be closed to the public at a precaution, but that didn't stop people from bellying up to the railing to see the swollen napa river for themselves. it's big, the river project seems to be working. i was a big skeptic, but i think it's doing its job. reporter: upstream, about five miles north of town, some residents were no so leisurely as they watched the current rise. kohl is where the napa river is expected to go a foot aboveed in stage. >> could get wet on the property. i 1/2 natural drainage that runs threw the vineyards and the creek. hopefully i'll stay dry. >> in rutherford we found portions of vineyard underwater. erosion is a concern for grape growers. along main treat in downtown napa, sandbags were ready for duty but were not needed. >> so far there's been nothing. we came in this morning and the owner said, you can move them. so. that's what

redwood city in san mateo. your afternoon highs look like upper 50s low 60s. it will be a cooler after known around the bay area. satellite and radar we will see in increase in a cloud cover through the course of today. into tomorrow we are tracking the potential for some rain. futurecast 4 set of 4:09 a.m. tuesday morning at lot of cloud cover light rain north of santa rosa. the system we are tracking to stay in to win state it is not a huge frame maker compared to what we saw this weekend. 12:00 p.m. tuesday some light rain for vallejo, napa, and fairfield. it is not until later tomorrow night we will start to see rain for the coast line, san francisco. picking up in intensity into the overnight hours. at 9:00 a.m. wednesday we could pick up water rain for parts of the bay area. your kron 4 7 day around the bay forecast is showing we have rain tuesday and wednesday, but overall at quiet weather pattern into thursday fighting in the weekend. a 10 percent chance of rain i think it will hold off. partly cloudy conditions temperatures in the '60s. however, it overnight lows will be cold

costa fire district is huge and its services nine cities about 600,000 people who live in the area. they get about 41 about the calls a year from the district. so this is a huge deal. the meeting will be today at 1:30 p.m. in martinez. they're encouraging the public to come autumn voice their concerns to the supervisors and we are not sure how much this will do what they're asking people to come out and support them. >> just into kron 4 news room. police are on the scene of what they are calling a sophisticated pot growing operation in the south bay. at a home on the 13 block of sandalwood court in san jose. police got to the home just after 3 this morning after the received a call from a neighbor who saw three men going into the home and it's got a robbery was in progress. when the police arrived they found over 300 pot plants valued at zero hundred and $25,000. no one appears to live in the home and police are calling this a sophisticated grow house. we have a crew headed to the sting and will bring you more information as soon as it comes in. >> i ran state tv says that the coun

based on call volume and how many calls they get. the fire district itself is huge, nine cities and about 600,000 people in the district. the district says the answer 41,000 calls a year. the meeting in martinez today will be with the supervisors' offices for the preliminary go over for the stations that are on the chopping block. they're already scheduled to be close. they're encouraging the public to show up the meeting is that 115 pirie and perhap >> police are on the scene of what they're calling it a sophisticated pot growing operation and the south bay. it is an east san jose on the 1300 block of sandalwood court. police got a call at 3 this morning they saw three pe going into the home and i thought it was a robbery in progress. when police arrived and found over 300 pot plants valued at over $125,000. nome was there when the police got there. no one lives and the home and police are calling this a sophisticated row house. we have a crew headed to the scene and we will bring you more in the next half hour. >> lafayette city officials say a portion of the road that collaps

sinkhole that goes over two lanes of traffic. this morning we have seen trucks with pg&e with the city and sanitation crews on the scene with a long day of clean- up. now, nobody was hurt but this is causing some problems for the people here. water was turned off to repair the lines last night. this happened because of the storms we had. heavy rains overflowed a creek which eroded the ground causing it to suddenly fall. this morning roads are closed but detours are in place. but if you come back live to us one more look at that sinkhole, it is going to take quite a while to come up with a solution. they need to come up with a permanent plan and at this point the road is going to have to be replaced. in lafayette, elissa harrington, cbs 5. >> thank you. >>> another sinkhole opened up yesterday. this one in the santa cruz mountains on vine hill road near the summit and highway 17. it's big as well one entire lane is gone and the remainder of the road is in jeopardy because there's nothing underneath supporting the pavement now. it's not clear how long that road will stay closed. >>> one

. and you know everything that you worry about it. >> reporter: city officials believe that debris blocked that drainage underneath mountain view drive. and water overran the road and simply washed it away. water, gas, sewer lines are running underneath the pavement all damaged. lafayette city manager says that repairs will not be easy. it will not be cheap, and it will not be fast. the bottom line is that it will be along the ground here for a long time and mountain view drive will be closed. even with heavy equipment operating in the area, some drivers are only now discovering at the last minute that the road is closed. >> i think it's kind of crazy. this is an unbelievable stunt that you have had. i don't know what to make of it. it's a great detour for me. >> reporter: now if there is any good news in this, it's that all the homes on the streets, in fact they do have access by using the various detours around the sink hole. there is no estimate as to when that happens. and they were told that it could be closed throughout the entire winter season. reporting live in lafayette, cbs 5. >>

another storm right around the corner coming in tonight. so now the city is working on a quick temporary fix to deal with this incoming rain. this sinkhole is 80 feet long, 40 feet wide and 15 feet deep. it's on mountain view drive, opened up on sunday. heavy rain runsthe plan is a temporary culvert to keep water flowing under the road when it rains of a permanent solution will take time and money. some residents who live close to the sinkhole were hoping for better news. >> all our live is just -- we just have this house.
